The National Digital Literacy Mission examination and certification is done by Government of India agencies. These agencies, being independent third party agencies, ensure that the examination process is reliable and scalable across India.

The National Institute of Electronics & Information Technology (NIELIT) has been appointed as the key certifying agency for NDLM. NIELIT (formerly known as DOEACC Society) is an autonomous scientific society of DeitY envisioned to provide most updated global industry relevant computer education within the reach of more and more in the areas of Information, Electronics and Computer Education.  NIELIT has created an authoritative platform for online examination of all people who have been trained on NDLM. The online examination system ensures that identity of people appearing for the examination is verified, in real time, through their UID numbers and, if possible, through biometric validation too. NASSCOM Foundation has developed the training material for NDLM with the vision to empower people from all backgrounds to understand and use digital devices. The training curriculum has hence been made very simplistic in order to deliver practice-oriented training on digital literacy.
